<p>For thousands of active-duty members and civilians on military installations, almost everything needed to carry out their daily activities can be found onsite, including <a href="/military/military-treatment-facilities">military treatment facilities (MTFs)</a>. From base pharmacies to hospital ships, MTFs store the medicine and supplies needed to keep soldiers and those that support them healthy and ready for action.</p>
<p>Throughout all branches of the <a href="/military">military, storage solutions</a> are utilized to preserve and protect valuable medications, all while conserving limited space within their respective facilities. <p>Aboard the massive <a href="/blog/medical-supply-storage-on-a-navy-hospitalship/">USNS Comfort</a>, interior storage capacity for medicine and supplies can be surprisingly limited, making the ability to maximize their allocated footprint a vital resource. In addition, issues with material security caused by the unsteady nature of functioning on water had administrators in search of a safer, more efficient solution.</p>

<h2>We’re off and running in the 2023 fiscal year (FY 2023)</h2>

<p>All trends are pointing toward an upturn in both orders and sales in the coming months. So, as we prepare to move forward into FY 2023, let’s review the happenings of FY 2022 and how they’ll shape our plan of attack.</p>

<h3>Looking Back to 2022</h3>
<p>No doubt, 2022 was a year of anomaly. The first 6 months of the year suggested one of the slowest starts in decades, and the rest of the year was heavily dependent on the ebb and flow of the world’s events. Orders began to rise significantly in August and September and historically this trend would continue to rise throughout October, but this year’s numbers declined slightly as a result of timing.</p>

<p>Overall, customers had money, were definitely ready to bolster their storage capabilities, but then…they didn’t.  All-in-all, the DOD budget performed at a low-level of execution – not from the standpoint of spending all their money, but how and when it was spent, and what it was spent on. Certain things that were priorities in the beginning of the year, changed or pivoted for the Department of Defense (DOD), much of which was a product of the following happenings:</p>

No telling when our support of the efforts will be complete</li>
 	<li><strong>Military leadership being more focused on positively impacting climate change</strong></li>

<h3>Looking Ahead to 2023</h3>
<p>While many of the items indicated in the FY 2022 recap above have a carry-over affect into the new year, there are a lot of things to be positive about in 2023. Let’s take a look at a few of them:</p>

<h2>There are roughly <strong>60 military hospitals across the country</strong> and most have a military treatment facility (MTF) component within them.</h2>

<p> From storing records to distributing medicine and supplies, MTFs play a huge role in protecting those that protect us. <h3>Providing Value, A Mile High</h3>
<p>Like many military medical facilities, Evans Army Community Hospital in Fort Carson, CO was facing a lack of space and inefficient operations regarding inventory control. Knowing a change was needed, they reached out to Spacesaver’s local expert to assess what could be done to replace its aging <a href="/products/high-density-mobile-shelving/">high-density mobile storage (HDMS) system</a>.</p>
<p>Upon meeting with hospital’s property manager and members of its administrative team, our consultant was able to present options to remove and replace the system with one that better fit its available space and future need. Knowing the installation would be in the basement, the resulting HDMS solution included water-resistant document boxes and antimicrobial paint to ensure items would be protected. </p>

<h3>A Solid Foundation for Access</h3>
<p>Due to inefficient storage products at a US Air Force Medical Center, surgical kits and soft supplies were being stored on opposite floors, unnecessarily extending surgical case preparation process. Additionally, regulations at the Center state that all high-density storage solutions must be built on top of the existing floor with no floor penetration, and flooring material be manufactured from stainless steel.</p>

<p>As both factors are critical in controlling the spread of contaminants, Center staff called their local Spacesaver consultant to help develop a solution. The result included <a href="/products/high-density-mobile-shelving/modular-moving-shelving-systems/">Spacesaver high-density storage systems</a> with the capacity to collocate supplies, installed on engineered-to-order stainless steel tread flooring. Still, the Center’s existing wire carts were installed directly on the Spacesaver high-density mobile carriages, resulting in significant cost savings, and allowing space for an additional system using “waterfall” wire shelving.</p>


<h3>Medical Storage by Land and Sea</h3>
<p>The USNS Comfort is a 1000-bed hospital ship that has been deployed on humanitarian missions around the globe. While docked in Manhattan to help relieve New York City’s overburdened healthcare system during the COVID-19 crisis, <a href="/blog/medical-supply-storage-on-a-navy-hospitalship/">Spacesaver’s systems played a crucial role in keeping the ship’s pharmacy and sterile supply storage areas organized and safe</a>.</p>
<p>Although the Comfort is a massive ship with a displacement of approximately 70,000 tons, interior storage space is limited. In addition, staff were concerned about the previous storage systems and how they would slide along the rails unpredictably when the ship was underway.</p>
<p>To remedy this situation, Spacesaver’s local consultant was brought in and worked with the ship’s medical staff and Spacesaver’s engineers to design safer solutions. The resulting Spacesaver systems use roller-guide carriages with in-rail anti-tip, as well as synchro drive and mechanical clutch brakes, allowing crew to lock down storage and prevent movement when the ship is both stationary and underway.</p>
<h3>(Patch)ing Up Storage Ailments</h3>
<p>Spacesaver’s storage solutions are making a difference for the United States Air Force (USAF) base in Stuttgart, Germany. With basement storage that had become a cluttered mess, <a href="/blog/pharmaceutical-storage-for-military/">Patch Barracks’ busy pharmacy</a> was experiencing issues with controlling storage and maintaining quick access to the medications and supplies it housed for the base. Outdated and inefficient static shelving blocked visibility and failed to provide enough capacity for the growing number of medications needed to be on hand.</p>
<p>In need of support, base officials contacted Spacesaver’s team of storage experts to assess the situation and provide solutions to best accommodate the limited space of the pharmacy’s basement. We installed new flooring, shelving with butcher block work benches, a <a href="/products/commercial-modular-storage-systems/framewrx-bin-shelving-system/">FrameWRX® Storage System</a> with standard and bin shelving, and mechanical assist mobile systems to maximize capacity and organization. <p>
Using existing FAR and DFAR compliant commercial-off-the-shelf (COTS) indefinitely delivery, indefinite quantity (IDIQ’s) contract vehicles is the most effective acquisition strategy for military personnel looking to purchase Spacesaver. Using existing DOD-approved COTS IDIQ’s, such as the various Tailored Logistics Support Programs (TLSP) managed by DLA, rewards the purchaser for spending the time to find the highest quality products for their facility. Some of the TLSP’s include Maintenance, Repair, and Overhaul (MRO), Special Operations Equipment (SOE), Fire and Emergency Services and Equipment (FESE), and Ability One Base Supply Centers (ABOBSC).</p>

<p>Additionally, these procurement mechanisms do not require an end-user’s financial points-of-contact (FOPOC) to go through base contracting, unlike most other purchasing routes. Using this process, the purchaser will get the exact item required and the best value price to the government. Furthermore, the control of the purchase is entirely in the hands of the end-user and/or their FOPOC and no outside personnel will guide the purchase toward a cheaper, lower quality product. <p>Another bonus of using the DLA contract program is that orders are processed using Military Interdepartmental Purchase Requests (MIRP) or Military Standard Requisitioning and Issue Procedures (MILSTRIP). <h3>2. General Service Administration (GSA)</h3>
<p>
Government agencies, like The Department of Defense (DOD), often turn to GSA for a slightly more convenient bidding and purchasing method than open-market. However, this avenue also puts more control of what a customer will receive from this bidding process versus the end-user being the cornerstone of the requirement and transaction. When not being able to use an existing COTS IDIQ, GSA is a good second or tertiary procurement option. This is due to the fact that often only GSA contract holders can respond to these RFQ’s, thus eliminating unwelcomed, inexperienced competition. GSA also offers value to end users when looking for Rough Order of Magnitude (ROM) pricing in the industry on certain products, as items on GSA go through a vetted “fair-and-reasonable” supplier product pricing exercise by a GSA contracting officer.</p>

<h3>3. National Stock Number (NSN)</h3>
<p>
Using NSN is a common and favorable option for military purchasing because it typically puts the control in the hands of the end-user. This is also not a sophisticated procurement process making it an attractive route. Unfortunately, the exact product that is desired is often not what ends up getting purchased. While using NSN, shipping information on the product is scarce which, often causes uncertainty in the end-user. NSN’s are also great for sustaining a product and/or program.</p>

<h3>4. Open Market</h3>
<p>
If acquiring Spacesaver is the main goal, this will not be the best path for an end-user to purchase. Using a full and open contracting method allows an overboard of competition. Public bid boards will frequently lead to Lowest Priced Technically Acceptable (LTPA) awards made. Open Market is under the full control of contracting officers so they will purchase the cheaper option, creating the highest rate of customer dissatisfaction.</p>

<h2>Secure Tool Storage</h2>
In the U.S. Air Force, lives depend on well-maintained planes. Extensive maintenance projects take place in specialized facilities, but technicians also need to perform day-to-day maintenance as issues arise. Tools and supplies for those jobs need to be organized and in good condition, and they need to be kept in a space that’s both secure and convenient.

To store commonly-used tools, parts, and supplies, the Support Section Chief at this Air Maintenance Unit wanted to set up a cage in the supply room near the exit door to the runway. Space was a problem, though: the shelving could be set up against the wall, but the cage would need to extend three feet into the room, beyond the outer edge of the shelving, to provide ADA-compliant access to stored items.[/vc_column_text][/vc_column_inner][/vc_row_inner][vc_row_inner][vc_column_inner width="1/2"][vc_column_text css=".vc_custom_1660769548331{margin-bottom: 0px !important;}"]The local Spacesaver consultant was on base working on another project, so the Support Section Chief asked him to provide insights into the problem.

The Spacesaver consultant worked with Spacesaver’s engineers to create a custom solution: <a href="/products/commercial-metal-shelving/raptorrac-wide-span-shelving/">RaptorRAC® Widespan Shelving</a> encased in perforated steel sliding doors and surrounds. Perforated steel “walls” are welded to the sides. The doors slide on overhead supports along the front of the shelving and lock to ensure the contents are secure.
